When the Eye of Kaylaar fell, it ripped the fabric between worlds in places, allowing a variety of Fey creatures (both light and dark) to begin filtering into the Basin.   The Forest of Shaladare was already a somewhat magical place, with powerful Ley Lines running through it, even before the Eye fell, so when small numbers of Elves began arriving in the Basin, they naturally, instinctively gravitated to the wood.   For her part, Lady Rhiannon, Mistress of the Wood, accepted them into her fold and protects them, both from prying eyes and from superstitious humans who may harbor them ill will.   At this point, there are not many elves who call the Basin home, and most of the common folk have never seen one in person, though many will have heard stories.   In cosmopolitan areas, Elven features are apt to be a curiosity and may actually be a boon (+2 on all social interaction checks in cities larger than 5k population), but in outlying areas, those of Elven ancestry are likely to be treated with suspicion, if not outright hostility unless pains are taken to disguise one's true nature (Disadvantage on all social interaction checks in rural areas).

You can see in dim light within 60 feet of you as if it were bright light, and in darkness as if it were dim light. You can’t discern color in darkness, only shades of gray.   Keen Senses. You have proficiency in the Perception skill.   Fey Ancestry. You have advantage on saving throws against being charmed, and magic can’t put you to sleep.   Mask of the Wild. You can attempt to hide even when you are only lightly obscured by foliage, heavy rain, falling snow, mist, and other natural phenomena.   Access to the Innate Magic Feat.   Access to the Elven Accuracy Feat.   Note: Elves do not get a Feat at Level 1.
