Avatar Kowara

An AN avatar from several cycles ago. Her argument was that they were all entirely one people, no difference, and attempted to take away all bending from others to render them all alike. To render them neutral under a kind of mind bending she grew up under in the air temple. She was killed in battle, abandoned by the avatar state.
Most of the symbols she used state that she desired evil, but can also be translated as equality.
The following WT avatar ended up separating out the one singular temple in what was once Ba Sing Se, sinking it into the ground, and forcing the nomads to disperse to the four temples, taking the mind bending with him.
She genuinely started wanting people to share knowledge and to behave as equals, but it devolved to all being alike. That no one should have power over others (save herself).
