The Elven Council

Elves and Eladrin

With the Feywild in a constant state of diplomatic and territorial standstill, and the Material Plane ripe for ruling, some families sent their lowest born children to the Material Plane, to find a place to rule over. During the Age of the Titans, these Eladrin joined with mortal races, resulting in the first Elven offspring. They ensured an Eladrin had to be always in power, leading his own tribe, so generational purity was kept in high regard.   These Eladrin rulers, although originally immortal, slowly aged while in the Material Plane, and so most of them chose to step down when they reached old age, retiring back to the Feywild.  

Age of Settlement

After the Titanfall, the now somewhat unified tribes split the woodlands among them, with the sea elves getting the southern coast, the wood elves ruling over the densest part of the woodlands, to the south, the shadar-kai settled in the northern, more mountainous side, and the high elves chose the northeastern forest.   These elven settlements were originally independent, akin to city states, but throughout the times they kept finding it increasingly beneficial to join forces, at least for the more important decisions that affected the entire woodlands. This led to the formation of the Elven Council, where the heads of each province would meet with each other to discuss matters important to the general elven populace.

Power shifts

With the growing arcane focus, and a shift of power in the Feywild, the high elves started to grow their influence, quickly passing the other provinces. Each province kept their independence for the most part, but by this point the influence of the high elves was felt in all important decisions, most noticeably during the Great War of Valanor.  

Tentative balance

The four heads of the elven provinces keep meeting at least once at the top of every season, and remain in regular contact with eachother.
