Revachol

Poor, out of the way hamlet. Used to be a much larger presence in the region, but got edged out by Agapadelphos. Good place to go to not be noticed, as it’s not really accessible by the main road (which is in a mountain valley), and the northern access is marshy terrain. Hotbed of smugglers and piracy.

Government

Anarchy, and not the fun lib-left kind. Rule is currently split between the Dockworkers Union, and Walpole Pharmaceuticals.   C.O.G Walpole, Agapadelphan magnate and owner of Walpole Nerve and Brain Tonic basically controls Revachol's city center. He's set up a large scale Brain Tonic manufacturing operation, and has his own private police force maintain a basic level of social order. He can pay Revacholian workers a meagre subsistance wage in exchange for dodging the significantly higher Mundan taxes.   Meanwhile, the docks, as well as the outskirts and surrounding villages, are governed by the Dockworker's union, a political entity from the days of the waning monarchy, which currently operates as its own de-facto government and police force. They do their best to police smuggling and banditry in the outlying towns outside of Hylia's control, but their reach and power is limited.

Infrastructure

The economy, such as it is, is kept afloat by the shipping industry, as it is still the Northernmost port outside of the Empire. The loose anarchy is propped up by the occasional Agapadelphan investor looking to dodge Imperial taxes.

History

The glory days of Revachol are long behind them. In centuries past, they were the dominant trading power in the region, led by a strong monarch. The more anarchic Insulinde was in the midst of civil war, and what is now known as Agapadelphos did not yet exist, at the time divided into four individual cities.   Unfortunately, this monarch's heirs were not as savvy, and fell prey to decadence and excess. A vicious trade war with the now-unified Insulinde, drove many Revacholians, primarily labor-class, to throw off the chains of monarchy in a People's Revolution. The revolution was bloody, but successful. The newly formed Commune of Revachol faced opposition from within and without, as loyalists to the monarchy fed information to the now-united Agapadelphos, whose hypercapitalist worldview was threatened by the possibility of revolution. In a brutal military campaign, Agapadelphos and Insulinde united to crush the fledgling commune, with the aid of the surviving Revacholian monarchist loyalists.   In its place, a "coalition government" was formed, which sounded great but turned out to be slang for "pump and dump", leaving the once-proud city a rudderless husk. Revachol is now a shadow of its former glories, considered by many Revacholians as "the place hope goes to die". There are attempts to build up a tourism industry, but the high crime rates have made that difficult.   Revacholian revolutionary phiolosophy hasn't completely died out - The founders of Graad have picked up the torch of non-capitalist thought.
