Fallean is governed from Harborwatch Hall by a small council of four individuals drawn from the Peerage Assembly, a collection of four dozen citizens selected for their wisdom. To qualify, individuals are required to be citizens of Umenor, reside within Fallean, pass an examination, and gain recommendation from current members of the Assembly.
