Rule of 10

A common theme with any conspiracies, plots or any secret is that it must be known to a low amount of people lest someone inevitably squeel. As a rule of thumb the inhabitants of Troïka have adopted the 'Rule of 10' which is simply in that if 10 people will know a secret at least one of them will tell it to somebody else and the secret will get out. So the common held belief is that if you want to keep something truly a secret less than 10 people should know about it.
