Council of 10
The Council of 10 is the ruling body of Atzul. They have not been seen in public for hundreds of years but still rule via the Indulgences, direct orders send to the citizens of Atzul. These Indulgences dictate local positions of power like the mayor of a city, but also can be very direct orders to individuals. The Proxies of the Council hand out these orders to the masses.
Those who don't follow the indulgences assigned to them are usually kicked out of the town or city there in. Sometimes when deemed appropriate harsher punishments are dished out including executions.
In general this form of governance is seen as incredibly creepy, off-putting and invasive to those outside of Atzul. But to most who live in Atzul it is happily accepted for the simple reason that it works and seemingly improves their lives.
Structure
The exact structure of the Council of 10 is unknown. This is mostly due to it being incredibly unclear where the prescripts come from. What is known is how there spread and enforced.
Proxies are servants of the council who act as there proxy. They give the prescripts from the Council to whomever there meant for. They also serve as liaisons and are often granted permission to engage in diplomatic meetings on the Councils behalf. Proxies usually posses minimal training for combat although some are powerful spell casters.
The other part of the Council are the enforcers. These warriors are all dressed in the same long white cloaks. This is done on purpose to create a sense of confusion for the enemy. There are three types of enforcers. Those who use sharp blades that move at incredible speeds and specialize in decapitations and executions, those who use large iron chains to bludgeon and restrain people and those who use special rapiers that can seemingly pierce anything. All of them hide their weapons underneath their cloaks making it impossible to tell at a glance what their actual specialization is. Their duty is to ensure the prescripts get fulfilled. They punish those who don't follow their prescript and those who create false prescripts. They get their orders directly from the Proxies and follow them zealously and ruthlessly.

There public agenda is simply the betterment of everyday life for the citizens of Atzul
History
After the 10 heroes succeeded in closing the demon's portals in Atzul and wiping out the remaining demons there, Atzul was still a cold desolate place full of suffering from hunger and poverty. So they decided that the work of a true hero wouldn't be done until everybody had a smile on their face. Regardless if it was mostly about killing monsters or not. So they got together and thought up many grand plans to rejuvenate Atzul and improve the lives of its people. They started going around to the towns and villages proclaiming their wish for a better tomorrow and asking for all to work together. Most of the citizens desperate and having great faith in the heroes that saved them from certain death were ready to do whatever they said. This led to the council simply giving orders and skipping the explanation of exactly why due to the immense belief the people had in them. Some of the especially fanatical followers became proxies of the Council, bringing there orders to other parts of Atzul. This eventually kept growing till the point where the council no longer visited places themselves, instead spending there time coming up with ways to better the country whilst their proxies deliver there prescripts to the masses.
