Magical conflict among the denizens of the world threatened the stability of existence. The gods of magic thus intervened.

Rising tensions among the mortal races reached a fever pitch. The abuse of magic and the hubris of Kangor caused the Gods to impose a seal on the flow of magic, thrusting it deep into the earth. From this point on, all magic could only be cast up to 9th level be a single caster. Ambient magic also trickled into the seal over time.
