Halan Rizel

Former Senator of the Capitial district, Halan is part of the Tolen IV Separatist and is fierce and passionate about making sure Tolen IV completely independent from the Federation and any others for that mater. He wants to see Tolen IV go it's own way. At this point in his life, Halan is not one to advocate violence against the government, however, and has done what he can to prevent the more radical members of his movement from doing so.
He is also a former legislator in the planetary government.

Halan was picked as the separatists representative because of his skills in negotiation, debate and knowledge of Tolen law but has been known to be a bit hot headed.

Thoughts on Tolen IV and the Federation
Halan has embraced the idea of Tolen IV standing on its own in the Galaxy and not having to be beholden to anyone, including the Federation, who he views as an occupier that wants to take the planet’s natural resources without any kind of compensation.
