City-State of Toledo

Toledo, once nestled into the western edge of Lake Erie and a manufacturing hub of the Midwest, has turned into a significant city-state in the Earth That Is. It was the primary aggressor in the Mid-Ohio Resource war in the late 80s PE as the city-state pushed farther and farther into other territories in such of material, salvage, and glow rock. Toledo was one of the first major communities to make dedicated use of Artificer technology with much of its manufacturing, civilian, and military services being driven by it.
