Mystaan the second emperor of the Rakaian Empire is a ancient gold dragon that has ruled the empire for several hundred in the place of Ionas De Ro. As emperor he conducted a variety of reforms upon his rise to power, the reform brought the Empire back from the brink and into the new age. Most of the changes were based on the economy and setting up a proper taxation system so that the empire could balance the budgets it was failing. The trade with Jumana was a big issue when he took power. Starting a massive work project he upgraded the old road that travelled from Rakai to Jumana, as well as starting the various cities and governorships.
