The Council of Bright Lords
Structure
Brighthaven has no king, no true ruler, only the Council of Bright Lords, a collection of the city’s most powerful and ruthless figures. They are merchants, warlords, crime bosses, and pirate captains who control Brighthaven through wealth, fear, and bloodshed. Membership is never permanent, lords rise and fall as power shifts, and assassinations, betrayals, and outright war decide who holds a seat.
The Council does not govern in the traditional sense. They do not make laws, only agreements, and even those are broken when convenient. Each lord controls their own domain, enforcing their own rules and protecting their own interests. They meet only when necessary to settle disputes, divide profits, or plot against a common enemy.
Below are the current ruling factions and their leaders, but in Brighthaven, no one stays at the top for long.
