The Ceros World Trade Agreement

People will say that Ceros didn't really have a foothold or a secure future before the World Trade Agreement. The ambassador of Ceros would preach those same words. This is the true purpose of the agreement existing on their skin as much as it exists on the large stone tablet in the center of the city. Stretching towards the sky, the obelisk bears the seemingly endless words of the agreement between Ceros and the city-states and empires they have collected over the years.

While the document, itself, might have seemed a simple construct; an agreement to trade freely and the protection of Ceros's ships as they travel freely through the seas. Prior to the agreement, trade was limited to the places near to each city-state. A full scale shipping operation was frequently considered something that simply wasn't feasible, but Ceros used their shipping operation as their product and their trade agreement opened up options for city-states that were otherwise existing separate from contact with trading options.

Purpose

Ceros wanted to capitalize on the only resource they really had. Ceros ships are impressive creations stemmed down from the abandoned Genasi that founded the City-state. Unfortunately, people didn't really have need for boats and rulers were always skeptical about boats in their waters. The document needed to give Ceros the ability to sail where they wanted to sail and it needed to allow them to survive with their diminishing natural resources.

Publication Status

Any visitor to Ceros is able to see the trading agreement in its full glory. Originally, if Ceros wanted a city-state to be involved, they had to send someone personally to collect a signer and bring them back to have them sign the stone obelisk in the center of the city. Now, city-states and countries from most of Belios have visited or actively visit to arrange trade inclusion. This is done very publicly and any visitor can check the stone for inclusion in the agreement.
