The Urg Empire

The Urg Empire is a naval empire that sails the Sea of Fans. They have several bases set up on various continents and other land masses. 
They are led by Grand Emperor Titus Zeir. The throne of the emperor is located on their base Urganus which was constructed at the will of the emperor. 
The second in command of the empire and the commander of the fleet is High Alchemist Gavin Ja'mes.
