"The Dogcatcher"

Murkatva is a civil place. A place of laws, negotiated deals, and adjudicated conflicts. Trade is the lifeblood of the city, and trade needs transparency and trust in order to function well. Therefore, it is in the best interests of Murkatva to insure that residents, travelers and visiting traders never have reason to fear coming to Murkatva.
The Dogcatcher is tasked with one task by the council. "Keep Murkatva safe for trade". Whoever holds the post is rumored to only report to a select few members of the council, (Councillors Calihan, Ardeni and Soori) who are the only ones who know their identity.
The Dogcatcher, and his men are the secret service, special forces and black ops specialists of Murkatva. While their deeds are invisible, the impact they have on the city is ubiquitous and subtle. Most citizens won't talk about them, and will discourage others from doing so as well. The most common reference to the position and activities of The Dogcatcher and his people is a simple phrase: "...going to the dogs" which means, either "they'll be dealt with by the dogcatchers" or "someone should let the dogcatchers know about this problem".
When tongues are loose, what's known and believed about the The Dogcatcher is as follows: they are thought to be a member of one of the merchant families, they are believed to be male, and it's thought that their headquarters are in the Dogpatch (some even think the owner of the Dogpatch Pub is actually the Dogcatcher).
