Jakys Ni'crane: exiled, criminal and known terrorist

Jakys was once the toast of the town, a favored son of one of the merchant lords. When they were brought up on trial for crimes of perjury, theft, graft and impeding trade, they were exiled and stripped of their family name and fortune.
They seem to have not taken the exile well, as they have been seen causing a great deal of trouble in all four wards of the city over the last few months. They appear to have a handful of followers at least, and have been preternatural in their ability to escape capture by the guard. Jakys is thought to be relatively non-descript and is usually recognized by his flamboyant hat and cape (being 5'10" with sandy blonde hair, and brown eyes, and completely forgettable features seems to work well for him.
It seems Jakys is taking out their grudge against the city by attacking various guard stations, safe houses and the like. So far few people have been injured, but this luck surly won't hold and once that inevietable civilian death happens, its repercussions will cause a quick and deadly end to Mr Ni'cranes reign of terror.
