Mr Talley is the long running "Officer of Tax and Trade", a administrative position that collects taxes, sets tax rates and levies fines. Perhaps his most influential duty is dispensing the cities coveted "Preferred Trade Medalions". This makes Constantino in some peoples eyes the actual leader of Murkatva. He'd quietly disagree, though a perceptive observer might notice a touch of pride at the comment. His office is tucked away in a quiet corner of the Civic Center quarter.
