An experienced detective, Julia Ramirez treats people honestly and never lies. Contrary to her small size, she's anything but demure, which has earned her both a reputation and respect in the force. She won’t change her behaviour for anyone or any situation and has a quick temper. Julia fights for the ostracised and downtrodden and gets into fights protecting people who need it.
Daughter of immigrants, she saw her father work himself to the bone with very little recognition as those above them benefitted. She wanted to see things change, and so she joined the force to change things from within. While she gets frustrated when paperwork and bureaucracy get in her way, she resents when people skirt the law to achieve their goals.
During a shootout with some Brotherhood thugs, Julia was shot several times in the gut. Lying face down in a mix of blood and mud, she heard a voice ask her if that was all she had to give; if this is really how she wanted to go out. Answering with a defiant no, Julia felt the mud flow into her wounds and close them, restoring her and granted her renewed vigour. She quickly discovered that now also possessed enhanced strength and was impervious to most sources of harm.
Under the direction of Captain Nicholas Vega, Julia formed the Special Investigations Unit to deal with the more unusual crimes in the City. This led to several run-ins with Ilya Maglavich and his friends, whom Julia took a particular disliking to.
