History
The geographical location of the Leath Valley has allowed a rather peaceful existence. Its immense agricultural communities has brought in trade with many parts of the world, especially its southern neighbors in the Valori peninsula and the Elves of the Island of Alder who have developed a taste for Half-ling food and drink. Its rather peaceful existence has made the people here a rather docile people who never had the need for a military, only small militias for the occasional goblin raid from the mountains.
In the year 1150 the Federation of Corthia began a campaign to subdue the population into slavery. Though the Federation never made it an official invasion, many slave catchers moved in after having enslaved all the non-humans within their own borders. The local militias did their best to fight back with very little success. After a time The Domire Imperium offered help to the local communities in exchange for a favorable trade treaty in order to help supplement their agriculture. At this point the Federation used this as a way to start a proxy war with the Imperium, ramping up their efforts to enslave the local Halflings. Academics believe, in the ten years the crisis, close to 500,000 halflings were taken which was about 1/4th of the population.
By the end of 1059 the Domire Imperium offered full vassalization so that they may fully intervene. Each community elected a representative to a council, the first of its kind, to make the decision. After a month of debate the results were 58-42 in favor of joining the Imperium. This allowed the Imperium to go into a full war, sending an entire Legion to the valley. The war lasted a year and ended in a stalemate, with the Federation moving on from the valley never to threaten it again.
The official vassalization treaty states that the Leath Valley is an official part of the Imperium, becoming the bread basket of the Imperium. Unlike the other kingdoms that the Imperium conquered, the Halflings retained a major portion of their autonomy. During the War the Emperor came to love the Halfling culture and wished them to maintain it. The only control the Imperium exerts is maintaining a few military forts as wells as the Halflings electing a governor to oversee the treaty, but otherwise the Halflings are free to return to their original socio-economic state.
