Historical Context

The Dwarf-Lords of Thurdarth were the predominately ruling council, having governed the city since its inception. The council oversaw regional economy, maintained national security, and held legal jurisdiction over the city and surrounding citadels beyond the first cities walls.

Structure

The full council consisted of anywhere from 20 lords to upwards of 220 lords. The full number of lords was not always known and some where kept secret.

The Dwarf-Lords

The known Lords of Thurdarth (also called the dwarf-lords) were the largest of the two groups, and whose names and titles where known publicly. They held a number of additional titles such as the Wardens of Stone, Metal-Masters of the Forge, and Ironbears of the Watch. These Lords of Thurdarth where also the cities chief diplomats. There where allowed to be any number of known lords at any given time, and when one died or stepped-down they where replaced by a member of their clan if possible.

The Under-Lords

The Lords of Thurdarth were only ever seen in public when enforcing the rules of the city or when sitting up on the Iron Court or when appearing in foriegn deligations. The identities of some lords, however, was kept hidden from the public and neighboring kingdoms. This was done in several cases for several reasons. Some wanted autonomy from the city and council and saw this as an easy way to still remain linked to their kin, while also allowing their culture to grow outside of dwarvish halls. Most, however, where given this title to act in secrecy and in the criminal underworld of the city. Since the disbandment of the thieve's guild in the city, these Under-Lords have stepped up in their place, taking over their criminal actions in an attempt to keep the severity of crimes to a minimal. These lords or this information is kept secret from many dwarf-lords themselves.
