High Counselor

Your Excellency

In many democratic republics and oligarchies that depend on councils, the people will elect a high counselor. Usually, the council will elect one its own, but sometimes more progressive states will allow some of its citizens to participate in the franchise.  In any case, this figure usually functions as a first among equals.  S/he will serve as a tie breaker and will be the diplomatic face of the state.  Sometimes, high counselors are invested with tremendous power and function almost as princes or kings in their own right.
