First Citizen (Princep)

Benefits

  • He is the highest ranking member of the local hierarchy.
  • He has a contingent of personal guard that answer to no one else.
  • While he must consult with the council about deployment, he also has command over the local town guard.

Grounds for Removal/Dismissal

If the First Citizen is found to be in dereliction of his duties, then the governing council can convene to vote to remove him.  If the council cannot make a decision, they can appeal to their lord paramount, the Count of Cilicia, to rule on the case.

Cultural Significance

This is one of the vestiges of old imperial culture.  The ancient hierarchy depended on a rigid bureaucracy of officials that went from the minor local officials to Grand Assembly in the capital. In the past, the First Citizen, or Princep, was not a prominent figure, but in recent years, the title has became a supreme badge of honor.  People cling to the old titles as if they somehow can transport them to a greater time.
