Representative

When the people of one town have problems with anything in the town - be it raccoons rummaging through the trash, a hole opened in the street or they see that the local pharmacy has, for some reason, raised the prices for a certain medication, they have the right to find their representative and have that problem written down so it can be brought up to the higher levels in the chain for consideration.

Qualifications

To qualify for a representative one needs to have proven their responsibility in their group or society and to naturally pop out as a leader with their personality. There's no official elections with debates, flags and media coverage as the position is meant to be a medium-level one. A Messenger one. 
There might be more than one person fitting the "natural leader" requirement and if and when that happens all the people who do work together and try to help each other and be even more effective for the people. They work in one office and whenever one of them needs a sick day off the other/s take turns to fill in for him.

Responsibilities

A representative needs to:

• be a good listener, able to read between the lines;
• good and quick note-taker without omitting anything important;
• Have a good sense when they have enough gathered to report on further up the line in order for a quick solution of the problems to be achieved;
• Have a good memory, be a good speaker and careful how to approach people in their stressed state

A Representative takes the problems of a small group of people and reports them up the chain. 

• First to the representative of the town - if they are responsible for a smaller group or a neighborhood
• Then the representative of the town heads to the Mayor
• With the Mayor the two head to the Council and report there in a Council meeting 
(there's Council meetings every day, every morning, no matter how small)
• From the Council, should a problem be discovered as having great importance and not a quick and immediate solution it gets brought up to  the United Worlds Institution
