The Dockworkers' Union

This labor union is little more than a gang made up of dockworkers and foremen. They siphon funds from union dues to fund their illegal operations in other parts of the city and provide protection for the docks. They work with Grimni's Axe to smuggle goods from Kal'Ein and support the Gweryn's efforts to smuggle weapons bound for the great wood. The barrow boys often find employment in dock protection with the union.
The heroes encountered them when investigating the ghostly child, and fought their thugs in the streets of Dragonwatch. They killed a union boss named Tovald Magnus for murdering the ghostly child Eovald. The party later clashed with them as they delivered a beat-down on a dragonborn scientist named Brom the Thinker. The thugs hoped to intimidate him into abandoning his research (which risked putting their whale oil tax scheme in peril).
A union thug they led go turned out to be a constable captain who arrested them for the bombing of the noble district.
