The island of Luxurpore doubles as a sovereign city-state off the west coast of the Kingdom of Velant. First established as a pirate haven during the 3rd Age, the island continued to develop into a society of both wealth and lawlessness. The only real form of governance for the island nation rests with the organization known as The Syndicate, which controls most of Luxurpore's black market dealings and larger trade centers. Referred to as crime lords by those outside of Luxurpore, the chair-men and women of the Syndicate hold tremendous sway over the lifeblood and order of the city state. Given their vast resources and connections, their influence extends all across Western Arkos.
Visitors from every corner of Arkos come to Luxurpore to partake of the city's famed recreation and revelry, most notably the fighting arenas, gambling halls, auctions, and exotic night life. To those who hold a significant amount of coin, Luxurporian culture is known for its affluence, with the nation's wealth largely comes from its abundant trade in rare "objects", and prestigious clothcrafting industry. Its flag bears scales as a symbol of their commercial significance on Arkos, and the importance they place upon coin. The city-state's prospect of wealth has attracted all peoples from across Arkos, and has even managed to attract those whose worship of particularly deities or strange practices would be frowned upon in most other powerful nations. A large teleportation gate resides near Luxurpore's main harbor, and is large enough for ships to access. The portal is incredibly costly to use, however, and is only avaliable to those that the chairs of the Syndicate have given clearance to.
For a vast majority of those who both live and travel to Luxurpore, the city-state is anything but luxurious. Law and order are only enforced at the Syndicate's discretion, leaving many individuals to fend for themselves in the dangerous streets. Muggings and assualts are fairly commonplace, and an innocent passerby can easily be parted from their coin, with or without violence. Certain establishments, such as the city famous Jade Palace, act as respites for those attempting to explore Luxurpore relatively unscathed. Though the kindness and honesty offered within such places is hard to come by in a place such as Luxurpore.
