Soltain

Soltain consists of nine territories, each ruled by a Rajah. These territories are united under the rule of a single Maharajah. There are many nomadic tribes which don't belong to any of the territories. They are like roving cities, each with its own government. However, the nomads (often led by an Amir, Bashaw, or even Dey) are said to be completely loyal to the Maharajah, willing to rally to him should he ever send out the call. Catren nomads are also found in the desert. Hawkin are viewed with relative apathy by humans in Soltain.

Men and women are viewed as equally important members of society. Elders are respected. Caucasians and half-breeds are commonly viewed as childlike and better off as slaves, since slaves are well-cared for.

Slavery is quite legal in Soltain, but slave-owners are restricted. Slaves are considered to have rights, and are not to be mistreated. Indeed, they are even paid wages. After several decades, a slave who has been prudent with his or her money may even be able to buy his or her freedom. Slave owners may be required to pay a higher wage to an indentured servant, so that individual can pay off the debt and return to society as a free man.
