Kingdom of Eos - Laws Restricting Trade and Commerce
The Kingdom of Eos has a long history of restrictions to maintain the peace and stability of the country.
Collectively called the Royal Decree on Trade and Commerce, these laws go far beyond external trade and rules for commerce.
A) Controls Currency, Weights and Measures
- An Imperial Pound is the basic weight for commercial means.
- Twelve Dwarven Ounces to an Imperial Pound
- Sixteen Human Ounces to an Imperial Pound
- All Imperial Dwarven Coinage is legal tender, as are the Gold and Electrum coins minted at Faradan's Folly.
- Electrum Coins are controlled, and may be exchanged at an exchange of 5 SP per coin for those permitted to carry electrum.
- Divine magical goods and services are the sole purview of the Church of the Divine King.
- Arcane magical goods and services are the sole purview of the Arcanum.
- Other uses of magic without the permit of the King, the Church or the Arcanum is forbidden.
- Transactions for magical goods and services are to be conducted with Electrum Coins.
- Enforcement of magical laws is extended to accredited Agents of the Arcanum.
- Common subjects are restricted to simple weapons and shortswords, except crossbows.
- Crossbows are forbidden to all but the loyal soldiers of the Royal Host.
- Sidearms such as rapiers, scimitars, and longswords are restricted to Nobles, Knights and their loyal retainers.
- Weapons of warfare, such as battleaxes, maces, warhammers, two-handed martial weapons and the like are forbidden.
- Longbows, spears and javelins are permitted for sporting or hunting purposes, but may be subject to temporary seizure.
- Chain Mail, Breastplate, Half-Plate and Plate Armours are restricted to Nobles, Knights and Soldiers of the Royal Host.
- Other metallic armours are restricted to Nobles, Knights, their Retainers and Soldiers of the Royal Host.
- Gambeson (Padded Armour), Leather, Hide and Studded Leather Armours are all permitted for common subjects.
- Helmets and Shields are not restricted, but may not be fitted with spikes or horns.
- Foreign Bullion (silver, gold and platinum) may only be exchanged by Agents of the King.
- Copper, Silver, and Gold ore may only be purchased by Agents of the Royal Mint.
- Diamonds may only be sold and purchased by the Church of the Divine King and the Arcanum.
- Rare metals such as mercury, mithral and adamantium may only be purchased by Agents of the King.
- Beverages: Quality wines, all spirits, and all tea are restricted to Nobles, Clergy, Knights and the Arcanum.
- Food: Certain breeds of livestock, certain cuts of common meats, and all venison is restricted for Nobles, Clergy, Knights and the Arcanum.
- Bread is specifically controlled, and while there are controls on the price of a standard loaf of bread, commoners cannot purchase white flour, white breads or pastries.
- Rare spices are not accessible to common subjects -- black pepper and nutmeg are the most common.
- Textiles: Silk, certain furs, purple dyes, gold thread, and lace are restricted and commoners may not purchase them.
- Coffee is not explicitly controlled, but the halfling beverage is frowned upon by the Church. G) Exemptions for Merchants, Traders, Mercenaries and Special Dispensations
- Merchants and Traders may be granted permission to transport, display and trade restricted goods and commodities by Agents of the King.
- Mercenary Companies may be permitted to possess, transport, display and procure weapons, armour and any restricted equipment, but it must be explicitly mentioned in the company's service contract and procured only by named Quartermasters.
- The King, the First Minister, the four Lord-Mayors, the four Senior Priests of the Church of the Divine King and the Grand Mistress of the Arcanum may grant special, time-limited dispensations on any and all of these restrictions.
- The King may grant exemptions with no time restriction.
- The First Minister and Senior Priests of the Divine King may grant exemptions with a maximum term of one year and a day.
- The four Lord-Mayors may grand exemptions with a maximum term of one month and a day.
- The Grand Mistress of the Arcanum may grant exemptions to Agents of the Arcanum for one month and a day, and general exemptions for ten days.
