Tolin the Adjudicator

Tolin the Adjudicator is the Virage of Justice and creator of the Lawbinders. He is the most senior of the Virages in service to Vudon, and has served Vudon for decades.
The full extent of Tolin's powers is unknown. He claims that he speaks for Vudon, and there is little reason to doubt this. What is known is that the other Virages, beings of immense power in their own right, fear his judgment almost as much as they fear the Overlord’s displeasure.
Appearance
Tolin is a towering black-robed figure, wearing a simple and nearly-featureless mask. It is his Face of Judgment, so that none may see his expression and determine his feelings about a case before him. A cold and dispassionate figure, devoid of emotion and sentiment. Tolin came into the world centuries ago, before the Overlord's dream of a unified Arenia. Decades before the absorption of his home country into The Empire of Vudon, Tolin familiarized himself with the intricacies of the Vudon's Law. Having seen the benefits of what he saw as their inevitable subjugation, he took it upon himself to rise in his country's government as an arbiter of law and a drafter of covenants. As Tolin's influence grew, and the trust of people evolved, Tolin's decisions transcended to define future precedent. What Tolin's countrymen could not have surmised was that he had woven the very backbone of Vudon's law into their customs. By the time the Vudon's armies presented themselves and offered terms of surrender, Tolin's countrymen had adopted Vudon's Peace in all but name. Their absorption into the budding Empire was a matter of legal formality. The people credited Tolin as the architect of peace, and he was known for some time as Tolin the Fair. As Tolin's importance grew in his people’s estimation, Vudon learned of the part he had played. Tolin was chosen to be the Adjudicator and Virage of Justice, and to interpret and represent the Overlord’s will across the Empire of Vudon and beyond.
