The Pact Primeval
The Pact Primeval was a contract crafted by Asmodeus and signed by the gods of the time, permanently establishing it as a law of the multiverse. It states that evil souls who do not follow the decrees of the gods would be sent to Baator where they would be punished. These souls would also fuel the devils' power and allow them to create more of themselves in order to fend off the demonic hordes in the Blood War.
Purpose
The purpose of the contract was to create a punishment for the mortals who fail to follow the decrees of the gods as an incentive for mortals to do good. Its more hidden purpose, one crafted by Asmodeus, was to give greater power to the devils of Baator.
