Serif
The only extant Khabarese title of ennoblement, a serif rules over any one of the serifates in Khabar. A serif names their own heir, usually as their first duty upon taking the position, though an heir can be renamed at any time. Most serifs name their eldest child as heir, but this is not required.
Khabar is essentially governed by the six serifs. The nation also features two territories (Ai Zan and Mouei) that are subject to national law but have no political influence of their own, as well as the Sacred Parish of Solulan, which has no official power, but is enormously influential due to its religious significance.
The six serifs meet once a year in Aljaran, the official capital of the nation. This effectively grants greater power to the serif of the Aljaran Serifate than others, especially more distant serifates like Amanal, Ai Sumber, and especially Uborn. The fens of Alheira Mou and Erzul (the most powerful rulers of the Territories) are offered official invites to these meetings, but there is no record of them ever attending. Erzul is so isolated as to essentially have nothing to do with the rest of the nation, and Alheira Mou is such a cultural hub due to its position in the Triangle Sea that it, too, is essentially separate from Khabar in many ways.
