Prefect (Zaljan)

A territorial ruler in the Holy Qhaganate of Zalja, reporting directly to the Khan, in charge of collecting and administrating taxes, as well as defense. Additionally, Prefects serve as the default Beylan of the settlements from which they rule their regions.
While Beylan are appointed directly by the Khan, however, Prefects are named by their predecessors. They name heirs like feudal lords, and although the Khan has the power to directly remove and replace a Prefect, doing so risks the wrath of all other Prefects. Prefects are required to supply between one-hundred and five-hundred soldiers to the Imperial Army, meaning that the Khan has several hundred soldiers nearby who may exact strong force if said Khan upsets the balance of power that Prefects hold. Prefects are as ambitious as any other rulers, frequently plotting against each other. History has shown, however, that a threat to Prefecture itself breeds immediate allies.
