The Select 100

A person allowed to have access to the palace Tier is given the title of a Select 100. The king 30 years ago at the start of his rule sought to only hear the complaints and request of those he deemed most noble and not wanting to use the king. Thus the king created a law where he would hand pick at most 100 people a year to give him a request that he would carry out with the help of the noble houses. Anyone can be called to the king if they make their voice big enough and if they catch the attention of one of the kings observers (essentially spies placed throughout the kingdom to spy on life). That persons story may then be told by an observer to the king and they may be presented before the king. Once there they can make their plea to the king as well as be given a large feast and often some other reward for their efforts. Historically at least one person from each major noble house is given a plea before the king and rarely is a person allowed to plea twice and never twice in one year. Groups can be chosen all at once and each person in that case is given a plea. Often the 100 people limit is never reached.
