Eyes of Shadow

The sanctity of Morningshade City's walls is maintained by both a standard city watch, and a spy network that watches from the shadows, observing citizens and suspected troublemakers. The latter, called the Eyes of Shadow, take an active role in hunting and rooting out crime. While they work closely with the city watch, and are sponsored by them, the Eyes are actually a separate, mostly autonomous organization. Their plans and intentions are sometimes questioned by the town's citizens due to their secretive nature. The five houses are especially suspicious of the Eyes of Shadow, as the network prevents them from spreading their power and influence further across the city.
