Rune Masquerade

Known as the Rune, it's a degree of law created in ancient times by the Council and Gods. This law specially disallows anyone in the masquerade to reveal everything within it to the public eyes and ears, allowing to maintain the disasters and mitigate any consequences from the actions of any criminals or defenders during their duties. This degree is only affected by the actions and events related to Arcanum and worlds outside of its own, so most protectors and adventurers are still free to share their deeds as long as they won't mention anything related to the masquerade.
It also acts as a treaty to most of the worlds participating in the masquerade, including governments and some secret agencies. Their cooperation later creates several guilds such as Adventurer's Guild and Detective Guild. Some even aid any independent adventurer, protector, or team by providing them with equipment, analysis, and backup if the third party and the Council are willing to permit them.

Purpose

The copy of the degree itself served as proof of the world's participation and the government or agency representing it.

Historical Details

Background

After the great Arcanum Purge Defense war, the Council and the participating representatives of the worlds affected by the war debated the future of the multiverse to avoid repeating the events that almost destroyed them along with the balance. To ensure the safety, they made a compromise that not only the representatives promised to help with rebuilding the worlds, but also decided to keep the events and the multiverse existence from the public, hoping that no one will find and abuse the artifacts and the natural laws that have a potential to destroy the balance. This not only created the Rune Masquerade, but it also made way for the creation of Arcanum City and the guilds that helped protect the multiverse as a result.
