Frosthome

Frosthome is the youngest city of the Empire, and was formed from the refugees of the fallen cities of Striklat and Talakta after the second great revolution. As such, it was built with modern day techniques - unlike other cities, very few buildings are foundationed into just ice , but instead straight into fairly shallow basement rock.
