Mordredia

Mordredia is a dark city that is ruled by a changling family that is ruthless and allows activities such as slavery, open drug use, and other dark deeds to be common place. The city's population currently consist of 50% changlings due to a mass breeding law for changlings that was established in the year 155. This law has since been done away with though.
Isondale and Mordredia are currently at peace, however they do regularly fight skirmishes and wars with each other. The most recent "war" happened about five years ago. Mordredia maintains prison camps for those they capture during the wars.

Mordredia Laws

1. Non-changlings have to register with Humanoid Affairs
2. Magic users will register with Magic Regulation Office
3. Changlings incur an annual 2% tax on earnigns
4. Non-changlings incur an annual 10% tax on earnings
5. Non-changlings are not allowed to own land
6. All crimes are punishable by enslavement. Time frame is determined by magistarte
7. There is no law against sale, or use, of drugs, and similar items
8. There is no law against brothels, and similar institutions
9. All brothel, escorts, or similar employees will attend the College of ________
