Vigilante Groups

Overview
  There are many organisations labelled vigilantes - typically those unwilling to work within the establishment, or actively fighting against it. Driven by ideological beliefs, these groups continue to strive against adversity, seeking to make the world a better place. Several groups are perfectly legal, or even considered heroes within their home territories - but their desire to work wherever they feel needed, brings them into conflict with local authorities.  
Agents of Avant.   "If anyone asks, I was never here, and neither were you, nor was there a 'here' at all."   A network of informants and providers of shelter, aiding all who seek to oppose tyranny.
By necessity they remain hidden, instead using codes-phrases to signal to their allies.
Always relocating, they are only free to work publicly in the Everglade and Archipelago.   It is believed their origins lie in undermining the Drachim Empire's eastward expansions.
Many are followers of Avandra, and find themselves uncannily lucky in their endeavours.
Their beliefs eschew structure and hierarchy, instead favouring individual accountability.  
Cindershore Corsairs.   "I can forge a writ - no problem - but it better be for something worth a drink or two."   Magnanimous thieves and buccaneers, who steal from nobility, and trade illicit goods.
Corsairs wear a single glove, believed to hide the oath-scars of Brinescar defectors.
They control the eponymous Cindershore Islands, south of the Dragonclaw Republic.   A recent offshoot of the Requisitors, working for those in need, rather than the wealthy.
After ousting Brinescar occupation on the isles, their presence was quickly embraced.
Their founder and leader is the charismatic - and self-titled - Admiral Maras at-Rahin.  
Dancers of the Crescent.   "Those who seek a light in the darkness, often find they become that light for others."   Monks, rogues, and artisans - a monastic order of liberationists, striving for restitution.
Members often bear lunar iconography, wielding crescent daggers and dual-scimitars.
Established in Glireah, they venture out to PiQuan, Blackthorne, and the Underdark.   Formed in the 4th Era, by Moonweaver worshippers sheltering repentant ex-Lolthites.
Offering atonement often causes conflict, with those who instead seek punishment.
The Dancers's actions are guided by communing with Eilistraee, an Exarch of Sehanine.  
Lochskalds College.   "The Skalds sang tales that usurped the Jotunbrud... but yes, I do know a few sonnets."   Travelling bards and folk heroes, chroniclers of histories that paint a negative image.
Most carry a strung or wind instrument, with a choice of hand crossbow and rapier.
Lochstead's Bardic College is respected locally, but considered subversive by authorities.   Tracing their history to the Jotunbrud Skalds, they are the heirs of an ancient tradition.
By uncovering and combatting unjust institutions, they become targets of said powers.
Members work alone or in small groups, with a college board reviewing their actions.  
The Stormravens.   "I don't do this for money, or even because I want to, but because someone has to."   Bounty hunters of aristocracy - even assassins - considered urban legends by many.
Tales tell of the black-feather hooded mantles they don, obscuring their identities.
Where they come from is unknown, though it seems nowhere is outside their reach.   All that is known of their origins, is a connection to the Stormlord and Raven Queen.
In taking life, they do so out of principle, never accepting payment for their bounties.
There appears to be little to no leadership, or even any interaction between members.  
Vengeful Hand.   "It isn't just a name, mortal. Sever your hand, that I might make of it a weapon."   Blood-hunters, dedicated to eradicating slavers, monstrosities and hostile undead.
They are immediately recognisable by their use of Haemocraft - or blood magic.
Hailing from the Rotting South, their dojo grounds lie on the eastern peninsula.   Formed after the 2nd War of the Gods, by those bargaining with the Martyr Prince.
Their use of ruthless tactics has lead to them being equally feared and respected.
Dedicating their lives to the order - its masters are usually those longest-surviving.
