High Regent Benhim
High Regent Benhim was a High Elven nobleman, native to The City of Spires. The second cousin of Victorius Saccan, The Mad Queen, Benhim was unremarkable until his death, in which he was murdered by Elesh the Smiling Wound during a performance in The Central Spire.
The motive behind The High Regent's assassination is unknown, as The Smiling Wound was never captured, but it is thought to be due to his mistreatment of the Goblins of the City, as it was Benhim who gave the order to confine the newly arrived Goblin-kin to the outskirts of the city, creating the Limpet Quarter.
