Shelter Bay
Shelter Bay is the name of the port town on Shelter Island. The Halfings who called the island home before the empire were constantly raided by the Orcs of Kotland, they saw the Sumarrians as a solution and readily joined the empire. Many going to Sumarrian schools, worshipping Sumarrian gods, or serving in the Sumarrian military. The empire has brought their island prosperity and security and most are grateful.
Now Shelter Bay serves as a trade center and rest stop for naval crews. The shape of the island shields the port from the worst of the storms and the general happiness of its inhabitants creates a nice environment well suited to leisure. Many wealthy Sumarrian families have vacation or retirement homes in or near the city.
The governor of the island is an amiable man named Zutu born of the imperial family but his mother wasn't chosen for the throne. He is more of a state builder than a military man and is well suited to governing a peaceful colony. He was the first governor to choose of halfling as his lieutenant governor, a move that was initially questioned by the empire but has definitely paid off. Most of the locals are mostly if not fully integrated and he has even opened a branch of the imperial academy on the island for their children.
