Krakenwatch
The City of Krakenwatch rests on the edge of a trench, at the bottom of which is a fluctuating portal to the elemental plane of water. Aboleths, Krakens, Leviathans, and other threats occasionally poor through the rift and the tritons of Krakenwatch see it as their sacred duty to prevent this.
Demographics
Krakenwatch is inhabited by many races of aquatic species. Tritons are the dominant species but merfolk, sea elves, and komodos all have their place in the city. Komodos are the only ones to have gained a seat on the Noble Council after a majority komodo district was added and the council attempted to put a triton in charge.
Government
Krakenwatch is controlled by The Lord's Counsel, each district of the city has a noble house who leads it. The Lord has almost complete control of how the district is governed, taxes, and law enforcement. Most appoint members of their house to governing minor areas of the districts or as their guard captains. Each district's lord represents them on The Lord's Counsel, the counsel is lead by the First Lord, ruler of the cities first and most populous district. The First Warrior is also awarded a seat on the counsel.
Infrastructure
The city is largely made of tall stone buildings towards the center and smaller buildings around the edges. Being underwater, the difficulties of tall structures are lessened and people can just swim up to the 5th floor instead of taking entering a building at the bottom and then going up. Some buildings don't bother having connected floors. Most people live close enough to their jobs that they just swim but others ride hippocampus, sharks, or manta rays. There are also whale sharks that function as buses.

Most appear as transparent domes over an area approximately the size of a city block, some are floors of tall buildings that have runes on all the doors and windows to keep the water out. They are primarily used for businesses, a restaurant that serves food often only found on the surface might be in an air pocket so that the food doesn't get wet, or blacksmiths who need fire to ply their trade.

Guilds and Factions
About a fourth of the people in Krakenwatch are employed by the military full time, another fourth is in the reserves, training for a few weeks each year but otherwise unused. Those in the reserves or those who aren't in the military at all work regular jobs often controlled by a guild. There are many guilds but the main ones that hold power are the Smith's, Mage's, and Surface Trade guilds. The guilds are recognized by The Council of Lords and the guildmasters often sit in on meetings, advising though they have no power on the council.
