Sovereign Starwatcher Collective
The Sovereign Starwatcher Collective is a city-state located in the continent of Kirimand. Like its name suggests, the country is a sovereign collective of scholars and astrologers dedicated to the study and divining of celestial bodies. The nation in its entirety is contained in the city of Sapantaha.
Culture
The citizens of the Collective are divided into Houses, which are further divided into families. The largest family (and the one that holds the most sway in Collective) is the House of Ul.
Members of the Collective are known for their distinct names, e.g. Starstrum Aru Midari or Windbloom Ul Marida, which are known as their "Society" names. At birth, children are given a simple name more akin to regular names and do not gain their "Society" name and the right to use their surname after their first pilgrimage. Naturalised citizens of the Collective are encouraged to adopt a society name.
Public Agenda
The Sovereign Starwatcher Collective are dedicated to the discovery and proliferation of knowledge, and their long-standing neutrality and non-interference through the sky-continents in exchange for unfettered access to locations and resources for study has meant that SSC offices are located in unfeasible locations.
Demography and Population
The population of the Collective is 95% native Kirimandi, mostly human with some members of different races represented. The ethnicity of the Collective is unique in that most native Starwatchers claim descent from ancient Agaletia and to the ancient starwatchers who were part of the empire.
The country is divided into a series of major and minor houses, with many families within those houses. Only a small percentage of the total population is unaligned, mostly naturalised foreigners who help with the day-to-day function of Sapantaha, or specialising in commerce.

The Starwatcher Synod functions as the country's legislative body - a 95-person council that debates and passes law.
Prior to the Isolationist Conspiracy, there were two major faction in the Synod - the Explorer's Faction (which had 90% of the seats in the Synod), and the Isolationist Faction (which made up the remainder). After the conspiracy was resolved, the Synod is now composed almost wholly of the Explorer's Faction.
Judicial Body
The Council of Laws is the Collective's judicial body, and foremost interpretation of laws in the Collective is done by them.
Executive Body
The Collective has a small armed force, mainly serving a defensive role, and there are no standing fleets. Enforcement within Sapantaha is wholly controlled by the Starwatcher Guard, and enforcement is handled by departments within their ranks.
