'DeepGleam's Promise for Help'
Furious, she confronted the soldiers captured during the battle, and they told her of the starvation and desperation happening in the neighboring kingdom. Knowing how it was like to starve, she decided to spare them, and that moment decided she was going to make that king wish he had never sent his army after her, and she was going to do it, via a letter.
In her earlier years Madame DeepGleam was very focused in expanding her wealth and status amongst other business folk, wanting to make sure that she and her adopted family would never be desperate for a meal or security. Because of this she never paid too much attention to the small neighboring kingdom, even when it started falling on hard times, for it didn't have much to offer her. This costed her dearly one night, when the king of this kingdom sent a small army after her fortune, and in the process, killed one of her older adopted children.
Purpose
Madame DeepGleam intended to weaken the people's loyalty to the king by offering food and supplies to the common folk, while hinting that the king would rather pick fights than securing food for his people during these trying times.

Public Reaction
The common folk of the kingdom was thrilled to get the generous supplies of food from Madame DeepGleam, and at first didn't pay much attention to the letters that were shoved in their hands as they were given food. But when they finally quieted their grumbling stomach and had a chance to look at the letters, they were outraged to hear that their king had been doing nothing to secure food, and was instead trying to start territorial wars that would only bring more pain and death.
