The Establishment of the Dodenarhar Ranges involved all governments and organisations to ensure citizens of all continents would be as protected as possible.   The arrangement was made with all governments and established organisations to ensure that there was a barrier around a Dodenarhar's territory to stop beings entering the area for their own protection.
