Citizens of Cammalor

City which mixes all the outcasts from every society in VAlaria together into a community, Founded after the Zana invasion, Cammalar is mostly ignored by the Empire as a whole. Zana soldiers occasionally patrol the roads leading from Blackwall to Cammalar, but no with reliable frequency. Council of 5 rule the city as elected officials.
Currently the only place in Valaria that Elves live outside the Silanrya Wood. Defend themselves against pirates and mosnters from the Jade Expanse with a wooden wall and spike-covered ditch.
Do not accept refugees with truly evil intent and all punishments for crimes are severe, most are death.
Independent spirits, but fierce loyalty to those who become part of the community, and are granted the right to become a Citizen.
Citizens are a varied in appearance as they are in background.
