For the first 200 years of its history, the King of Vekirai was its Elder Council.
The Elder Council itself was King of Vekirai from its founding. The Council was a remnant of an earlier power structure that had existed in the region's coastal communities for hundreds of yea prior but in recent times, only as advisers to kings. The Elders who oversaw the founding of Vekirai refused to anoint one man as King, instead declaring themselves the collective Crown of the City. Each councillor held a key as a symbol of his power. Later, when the treasury was built in one of the five towers of the Palace of Vekirai, the 15 keys held by the councillors were all required to unlock the doors of the vault as symbol of their equal status. For practically, most of the cities wealth was kept in the antechamber of the main vault though to avoid financial troubles should to councillors not all agree. Only the rarest treasures were kept in the vault itself.
