Menas, to an outsider is a dark and forboding place of evil. Its great stone Ziggurat hums with power and menace, as deep within its walls lies the nations eternal emperor, the Lich Xaravelan.

For those that reside within the empire however, they know nothing but peace and comfort. Within menas most live a life of luxury, they work limited shifts in the week, and are free to spend their time as they wish, crime is minimal and for most it is a peaceful life. The only things asked of its citizens are the compulsory death rights. At aged 16 all citizens of the empire are required to submit their death rights, this means that at the moment of death your body becomes propery of the state, and the Death Rights allow you to submit your preferences for how your body is used. The minimum the state requests is service during times of war, most agree to industrial labour and law enforcement, whilst some brave the path of research, but what does it really matter? At that point theyre already dead.
Because of this, it is not an uncommon site to see the living dead on the streets, from skeletal labour forces, Gholish law enforcement, or the Body Brothels, death is a natural part of life within the empire.
