Nimeri Concordat

Once the Nimeri Concordat was a union of four states in the Verines, until they gradually fell victim to the decay. Today, the last remnant of the once thriving archipelago is located in Croydonia, the current capital. Once many ships passed through the Verinic-Seaway, sometimes called Mitholl channel, between the islands, bringing many goods and people with them, but those days are long gone. The government is trying its best to recruit new people and restore the islands to their former greatness, but the surrounding spore forests make it difficult.
While the Nimeri Concordat is still reign over the Islands, many parts of the sector have fallen into anarchy and are now, especially the deserts, lawless lands as the government is unable to bring them under control with their small military presence. Resources are sparse and there is only few fertile land that is able to grow food so many people are forced to fight over land and goods, leading to many pirates and bandits in the area. The people are getting unhappier with every pasing day and it's only a matter of time before the Concordat breaks apart unless the government comes up with a solution soon.

Structure

The Nimeri Concordat consists of a council of four, just like it used to be as they joined their four territories together for the first time. Each of the council members has numerous majors that report to them, depending on the amount of cities in their territories. The majors decide on maters that affect their city and the four council members decide on national and international matters together.
While the council members can only pass laws or take decisions with a majority of them voting for it, their verdict is inevitable. Expect if on of the council members raises an objection, then they can let their own majors partake in the voting, possibly changing the outcome. If the outcome is not favorable for the others they can too veto the voting and let their majors vote aswell. When everyone has voted but the majors are not satisfied with the outcome they can veto as well but only if the majority of the respective council members majors object. Then they can call the people in their towns to vote aswell. The voting is then redone and also on that outcome the other majors of the other council members can object to that and call their own people to action. But the objection chain ends with the majors so any voting that is done without any further objections, decides on the initial mater. There can also be multible proposals for a problem on which everyone is allowed to object aswell and even make additional proposes on proposes that were already made.
Althougn a lot of poeople can object in this kind of process, they are only allowed to object once on the same mater, forcing it to end sooner or later.

Demography and Population

Many races can be found on the Verinic Islands, but the main ones are Humans, Helveri and Elhani.
The cities are full of different kinds of people that often have to live cramped together with up to 12 other people in one home, whether they want it or not. Inhabitable spaces are small and the cost for building materials and land are high, which is why many are forced to live that way or live on the streets. The cost of living is much higher than in any other part of Alkumeri and at the same time there is a high unemployment rate. Ships that would usually bring other resources or food are rarely seen, so the inhabitants have to rely on their own production, which is not particularly high. Wheat, fruits and even potatoes are rare goods on the local markets so the main source of food comes from the Kynoba plant, a large and durable plant that can survive where most other plants would not. Their roots and shoots are processed for consumption but they are not very appetizing nor appealing. Safety and health standards are also not very high and many would have fled long time ago but often lack the opportunity and especially money to do so.
But despite the cramped environment Humans, Helveri and Elhani are not the main races found in towns but are rather the most prominent among bandits and pirates that scour the lands and raid cities on a regular basis. Bandits make up more than half the population and their numbers are growing every day, while the amount that lives in the cities controlled by the Nimeri Concordat are slowly dropping.

Technological Level

Their technical equipment that is commonly used on the islands is rather outdated. Everything has to be constantly maintained and through the mostly poor processing and limited supply of metal, many corners are cut and safety regulations ignored.
The other, more durable and modern equipment is most likely stolen, often by bandits and then either used by them or sold on the black market for a high price.

Religion

Although praying to the gods of Cruternum is forbidden, many bandits are still possibly praying to them. The most prominent ones are Sombra and Cassiel as both are known patrons for thieves and alike but many others are also prayed to as well. Kedes and Sahjara both the second most, although it is rarely observed elsewhere that people actually pray for Kedes willingly as she is possibly the one causing all the misery on the Verinics.
There are some shrines for the gods of Solgard in the cities but most of them have been destroyed or desecrated by bandits or angry town folks. Even parks dedicated to Agape were either removed and used for additional building space or fields for the cultivation of the Kynoba plant.
