Halflings inhabit the surface of the floating islands of Volantis and they have a city Windharbor established which functions as a visual landmark for explorers of the islands and a trade hub between the Gnomes and halflings. This city is under the leadership of Beldon Mountainrunner and is governed by the Brightfall Alliance
