The Watchers' Council

Structure
Leadership
Circle of Twelve - The governing body of the Watchers' Council. This predominantly anonymous group brings together Councilors from throughout Albion.
Councilor - The honorific used to address a member of the Council of Twelve.
Ranks and Titles
Watchers - The "foot soldiers" of the Council. Each Watcher is assigned to a possible Slayer and is charged with the training and education of their ward. Typically, Watchers have some advanced skills in hand-to-hand combat, weapon specialties, and proficiency in various skills and abilities.
Guardians - Retired Slayers. This group of ancient women represent the totality of the surviving former Slayers. They represent the current Slayers' personal, social and emotional interests among the Watchers' Council. The Guardians typically sit in direct opposition to the Councilors; who see the Slayer as a tool to be used, rather than an actual person.
Slayer - The Slayer is always a woman. Only one may carry this title at a time. Identified and trained from a young age, a Slayer is taught the combined knowledge of martial skills, research, and magics collected by the Watchers' Council throughout the millennia. When the current Slayer is killed (or chooses to retire), all Watchers present their wards in hopes that they will be the next to hold the mantle. The moment the Council of Twelve bestows the title on a woman, she gains access to supernatural physical advancements.
Public Agenda
Assets
Fortunes - A nearly inexhaustible supply of gold and riches
Safe Houses - A large number of small hideouts are hidden throughout Albion. Their locations are kept secret from all but the current Slayer. These spots are closed and moved frequently to keep their locations safe from others.
Special Operations Team - A group of three Watchers who handle the more "unsavory" activities of the Watchers' Council. These shock troops are rarely deployed and only the Circle of Twelve knows their true identity.
