Those from neighboring nations or empires who are sent into exile rather than executed often end up here. This includes individuals who have committed heinous crimes, political dissidents, or warriors seeking a second chance. It is also a haven for those fleeing the law—criminals who have found no other place to escape to or who have been cast out by the nations that once housed them.

Warbands and Pseudo-Governance
Each warlord controls their domain through sheer force and violence, commanding tribal warriors who have sworn loyalty to them. The warring factions that emerge under these warlords are not formalized states or kingdoms but instead violent, loose coalitions that exist solely to support the warlord's ambitions.
- The Ashbringer Clan: Known for its ruthlessness and skill in guerrilla warfare, the Ashbringer Clan is led by the notorious warlord Ashkar Bloodsteel, a former general from a nearby empire who was cast into exile. The clan is feared for its ambush tactics, and they are known to use the rugged terrain to their advantage, setting deadly traps for invaders and other rival factions.
- The Ironfang Tribe: One of the more heavily armed factions in the region, the Ironfang Tribe is known for its brutal warriors and their fondness for melee combat. Led by the infamous Grash Ironfang, the tribe has amassed a considerable stockpile of weapons, looted from various failed attempts at conquest by other factions. The Ironfang warriors are loyal to their warlord through a strict code of blood oaths, and their loyalty is unyielding.
- The Night Reavers: A faction of shadowy assassins and marauders, the Night Reavers are led by the elusive and mysterious Zharith the Silent, who is known for her ability to strike without warning, vanishing into the night before her enemies realize they have been attacked. The Night Reavers are feared throughout the Klans for their ability to cause chaos from the shadows, and many warlords have fallen victim to their silent assassinations.
- The Sand Wraiths: The Sand Wraiths are nomadic raiders who travel the barren west of Kur. They are led by the charismatic but merciless Xalbar the Stormcaller, a warlord who claims to have the power to control the winds and dust storms, terrifying both friend and foe alike. The Wraiths are not only known for their mastery of harsh survival but also for their ability to quickly strike and vanish, much like their namesake.
- The Fallen Blood Clan: The Fallen Blood Clan is a ragtag group of exiled soldiers, mercenaries, and criminals who were once part of larger empires before being cast aside. Led by the former Emperor's Hand, Kaelan Doomblade, the clan operates more like a mercenary group than a traditional tribe. While they lack the cohesion of some other factions, they make up for it with sheer numbers and ruthless ambition. Kaelan's quest for vengeance against the nation that exiled him drives the clan's actions, and they are often involved in large-scale battles with other factions.
The Klans of Kur have no formal system of governance beyond the rule of warlords. The tribes are organized around loyalty to their leader, with each warlord controlling their followers through force, brutality, and charisma. The social structure within the tribes is typically based on the military chain of command, with warriors rising through the ranks based on their combat prowess, loyalty, and ability to win battles for their warlord.
There is no formal legal system, and the law in Kur is determined solely by the strength of the individual or warlord. Honor, loyalty, and warrior codes may guide the actions of some factions, but these are often fluid concepts in a land where power is the ultimate measure of success.
